Philadelphia Police Department (PPD) engaged for support toward their goal of improving how they meet the complex needs of victims and co-victims who interact with the agency. The Victim Services Assessment includes a review of current agency practices and provides recommendations for the incorporation of multiple victim services personnel.
The role of law enforcement-based victim services personnel is unique among advocates, social workers, and other helping professionals in the criminal justice system. The Office for Victims of Crime (OVC) established the Law Enforcement-Based Victim Services (LEV) program to develop new or enhance existing victim services within law enforcement agencies. In 2021, the National Institute of Justice (NIJ) funded RTI International, in partnership with the International Association of Chiefs of Police (IACP), to conduct a formative evaluation of the LEV program. Phase One of the evaluations involved a web-based survey of LEV sites to collect data across several topics areas to help understand the LEV landscape.

The Baltimore Police Department (BPD) and partner agencies jointly requested a comprehensive assessment of victim services. Given the multifaceted scope, the assessment was narrowed to focus on boys and men of color and those impacted by gun violence.
