Victim Services Assessment - Philadelphia Police Department

The Victim Services Assessment includes a review of current agency practices and provides recommendations for the incorporation of multiple victim services personnel.

LEV Formative Evaluation - Phase One Summary

 The role of law enforcement-based victim services personnel is unique among advocates, social workers, and other helping professionals in the criminal justice system. The Office for Victims of Crime (OVC) established the Law Enforcement-Based Victim Services (LEV) program to develop new or enhance existing victim services within law enforcement agencies. In 2021, the National Institute of Justice (NIJ) funded RTI International, in partnership with the International Association of Chiefs of Police (IACP), to conduct a formative evaluation of the LEV program. Phase One of the evaluations involved a web-based survey of LEV sites to collect data across several topics areas to help understand the LEV landscape.

Sexual Assault Unit Assessment

New York City Police Department

 Creating comprehensive and sustainable practices for addressing sexual assault can improve an agency’s investigative response and case outcomes. This can also benefit individual victims and their communities. New York City Police Department (NYPD) requested an assessment of their response to sexual assault. 

A comprehensive assessment to develop findings and recommendations was conducted - it included: 

  1. Review of policies pertaining to sexual assault response and investigation, in-service training, and academy training curriculum
  2. Investigative case file analysis
  3. Personnel and stakeholder interviews

Victim services Capacity Assessment

Baltimore, MD

The Baltimore Police Department (BPD) and partner agencies jointly requested a comprehensive assessment of victim services. Given the multifaceted scope, the assessment was narrowed to focus on boys and men of color and those impacted by gun violence.
